Question Time

A parishioner asked – What progress with sound system for the Council Chamber? The Council has received quote for system and will need to try out the system, but will need to obtain 3 quotes before decision can be made.

Reports from County Councillors and District Councillors

Reports were received from the County Councillors and District Councillors covering Ely.

Little substantive information was passed on other than the provision of hate crime hubs across the County, with the current Ely hub being located at the Lighthouse Centre and the focus on young people coming out of care. The County Council continues to support them until they are 25. There is concern over a lack of qualifications and the young people have made it clear that they are would like focus on their mental health issues.

I raised the issue of hate incidents in Ely recently. The County Councillors present said that this was being taken seriously by Cambridgeshire County Council as it contravenes the hire requirements of CCC buildings.

There was also an offer to share data with us so that we can all help in identifying under-reporting of hate incidents.

Working Parties/Steering Groups

The Governance Working Party reported that they had met and presented a motion for approval later in this meeting. The aim was to reduce the workload of the Mayor and to increase the engagement of the other members of the Council. There were a number of anomalies found that do not sit  with how the Council wishes to operate and the working party will, therefore continue for the foreseeable future to identify further changes needed to ensure the Council is able to carry out its duties in the most effective manner.

To consider Letter from Lucy Fraser re Bus Review

Cllr Every – we cannot put forward any proposals only react to those presented to us.

Cllr Wilkins – villages would want improvements. Better connections are needed to the Leisure Village and to the railway station. The interchange within Ely needs to be improved. Time taken to get tickets when getting on the bus is an issue and delays buses. The state of Market Street – the general clutter along the street needs improving.

Cllr Rouse – Market Street has been a concern for some time and we want better connections.

There was no support to be able to provide a full response in the short time provided. It was also questioned why the MP was crossing the boundary of things being done by the Combined Authority.

Mayor’s Cadet

It was agreed to push forward with this, with the first Cadet coming from the Air Cadets as they had proposed the position. It will be rotated through the Services in future years.

Consider Motion to amend standing orders

Cllr C Whelan presented the motion to the Council which was seconded by Cllr Wilkins.

The motion proposed that the Mayor and Deputy Mayor were removed from being ex-officio on every committee of the Council and that the size of committees was increased to 6 to compensate for the removal of the Mayor and Deputy Mayor.

The motion was passed unanimously.

To Formally appoint part time city centre ranger

The City ranger will operate around the town on a part time basis identifying issues arising in the City and providing help and assistance to members of the public. The appointment was approved unanimously.

To Consider street trading application

A license application was referred to CoEC for comment. This was for a mobile food and drink van to be situated at various locations around Ely. The Council had no adverse comments to pass to the Licensing authority. (Clly A Whelan and Cllr S Austen are members of the licensing committee of ECDC and therefore abstained from the debate)
